Justice in sync: How Broward County is advancing legal collaboration with Axon Justice

Over the past several years, a surge in digital evidence has transformed the legal landscape and created new challenges for attorneys across the nation. But in Broward County, Florida, something remarkable is happening: law enforcement, prosecutors, and public defenders are working more efficiently and collaboratively, thanks to a shared ecosystem that bridges their distinct roles.

Before Axon Justice, the discovery process in Broward County was slow, manual, and fragmented. Discs and thumb drives had to be hand-delivered. Attorneys spent valuable hours tracking down evidence or physically moving files between offices.

“Back when I first started, we used to have to deliver boxes of discs or thumb drives to the prosecutor’s office,” said Joseph Dewey, attorney with the Broward Public Defender’s Office. “Then it would be sent by courier to our office, and we’d have to sign for it. Now we receive it almost instantly.”

Today, digital evidence—from body-worn camera footage to mobile extractions—is centralized in Axon Justice, where it becomes securely and instantly accessible to prosecutors and defenders within their own controlled environments.
“I can make a phone call, my prosecutor will tell me if they have [evidence] or not, and if they do, they click a couple buttons and I get it within seconds,” Dewey said.

That speed isn’t just convenient—it can change outcomes. “We can now review the same evidence together, in real time... That has resulted in one of my cases being dismissed,” he added.

Built for both sides of the courtroom

Axon Justice doesn’t just serve one agency—it’s designed to support the entire justice process. Each office—the State Attorney and the Public Defender—operates within its own secure environment, with workflows tailored to the needs of the authorized personnel who have access to it. But with Axon Justice powered by/driven by the underlying Axon Ecosystem, discovery and collaboration happen faster and with fewer barriers.

“To be isolated from that chain of evidence is not beneficial to our clients whatsoever,” said Dacia Riley-Taylor, General Counsel at the Public Defender’s Office. “We have to be part of the ecosystem, and Axon Justice makes that possible—without compromising our independence.”

Internally, the platform also changes how defenders operate. “We have a real-time connection between the end user—the client—and our IT department, secretaries, legal assistants, and investigators,” Riley-Taylor said. “Everybody has instantaneous access to the same information.”

On the prosecution side, the transformation has been equally significant. “Since we implemented Axon Justice, doing discovery takes a fraction of the time it used to,” said Melissa Steinberg, head of the Body-Worn Camera Unit. “It’s a seamless transition between law enforcement and prosecution when we’re all operating on a common system.”

“Axon has really opened the lines of communication and made our lives a lot easier by creating a one-stop shop where we can interface and exchange digital evidence quickly,” added Harold Pryor, State Attorney for Broward County. “It ensures that justice is being served in an efficient and responsible way.”

“Now, I can sit in the courtroom, pull up a video, redact what I need, place it on a thumb drive, and enter it into evidence in a couple of minutes,” Dewey said. “Then I can show it to the jury without any major delay while I’m in trial.”

Raul Palacios, Director of the Digital Evidence Unit at the state's attorney's office, added, “In 2023, we had 3.8 million pieces of evidence. With Axon Justice, not only is it stored securely, it’s accessible and organized. That’s game-changing.”

“Our job is to do justice,” said Ross Weiner, Assistant State Attorney in the Traffic Homicide Unit. “That starts with managing evidence accurately and fairly.”

A shared mission for justice

This evolution isn’t just about efficiency—it’s about outcomes. “It’s allowed us to be more efficient with our time and more thoughtful in how we prepare cases,” said Gordon Weekes, Public Defender for Broward County. “We want to get it right. We want to see justice at every stage of the prosecutorial process.”

And the impact goes beyond the courtroom. “We’re saving time, saving effort—and our clients get better service,” said Riley-Taylor. “It doesn’t require the manpower it used to. We’re no longer walking evidence across town.”

Justice, accelerated

“If we all have the necessary tools to be competent in our day-to-day work, it allows us to move quicker—but also to dig deeper into each case,” said Pryor. “Because we want to get it right.”

Broward County proves that when law enforcement, prosecutors, and defenders work within a connected but secure digital environment, justice can move faster, work smarter, and serve everyone more fairly.

Justice doesn’t have to be a zero-sum game. It can be a shared mission, focused on truth, transparency, and better outcomes for all.
