Axon joins the EU AI Pact: Advancing responsible AI in public safety

As AI reshapes the way we serve and protect, it’s more important than ever to build with purpose and accountability. At Axon, we see this not just as a technical challenge, but an ethical one—and that’s why we’re proud to announce that Axon has officially signed up to the European Union’s AI Pact, joining global leaders in taking early steps to align with the EU AI Act.

The AI Pact is a voluntary initiative that calls on companies to implement key elements of the AI Act. For Axon, it’s a natural continuation of work we’ve already embedded across our product development and governance practices. From maintaining human decision-making in critical moments, rigorously testing our AI-enabled products to reduce inherent bias in the models and seeking external feedback from our Ethics & Equity Advisory Council (EEAC), we have already embraced and operationalized the Pact’s values with our responsible innovation framework.

One example is Draft One—our AI-assisted report-writing tool designed to reduce administrative burdens on officers and return time in the field. In early field tests, Draft One proved to be a powerful efficiency solution, cutting reporting time by 40% or more in some cases. But efficiency alone isn’t enough. Through engagement with our EEAC and direct customer feedback, we identified key considerations: How does a Draft One-generated report measure up to a manually produced report in quality and fairness? And what built-in safeguards or default settings can promote officer oversight and accountability for the final content?

These considerations resulted in critical safeguards that require every report to be edited, reviewed and approved by a human officer, ensuring accuracy and accountability of the information. Additionally, our studies showed that Draft One generates high-quality report narratives, and racial bias analyses found no statistically significant differences in errors, omissions or incriminatory language across racial groups.

Signing the AI Pact is another way Axon has committed to continuing this work. We’ll ensure appropriate human oversight is in place, improve AI transparency across interfaces and report annually on our progress toward compliance with the AI Act. Our internal AI governance framework, led by privacy and ethics experts, ensures that these practices aren’t ad hoc—they’re consistent, auditable and aligned with European standards.

More broadly, our goal is to help shape a future where AI enhances safety without compromising accountability. Whether through real-time language translation on body-worn cameras, AI-assisted transcription of video evidence, or a policy summarization tool that provides officers with near-instant answers to agency policy questions, Axon’s AI solutions are designed to assist—not replace—human judgment.

The AI Pact gives us an opportunity to continue to lead with purpose and integrity as AI transforms operational efficiency and real-time response for public safety. As this space evolves, we’ll continue learning, listening, and building in partnership with public safety professionals, policymakers and communities.
